Hu has worked in Lanzhou University as an assistant and a lecturer. He served as the Deputy Director General of the International Department, Central Committee of CPC and Director General of Bureau VI. He was a senior member of Consulate-General of the People’s Republic of China in St. Petersburg, Russia. From October 2004 to April 2013, Hu was the Standing Committe of Weifang Party Committee and Deputy Mayor in Weifang, Shandong Province from April 2010 to May 2011.
